How early can RRC take over?

From the land itself. We can start before anything is designed: acquisition support, statutory approvals, feasibility, then design, procurement, construction, and handover to operations.

Do we need to build an in-house development team?

No. That is the point of this solution. RRC acts as your development team for the life of the project, and you keep the decisions without carrying the headcount.
